ignore clicks to the filter tree header in the filter dialog (causes problems if
you don't, and you sort)

thanks to gail for this bug report.  I've confirmed the bug:

i had "filters" menu displayed. i clicked on the tree header and accidentally
resorted the filters alphabetically. 

after that, i can't Move up or Move down.

once the menu is dismissed, they are sorted back they way they were. 
but for a while it seemed broken

just like bug #128446, for the folder pane.

I'll be fixing it the same way.
