Impossible install 1.4 over 1.3.1

Reproducible: Always

Steps to Reproduce:
1. Win95B SYS
2. Mozilla 1.3.1 installed with "quick launch" in "C:\programs\..."
3. Tried to install 1.4 in "D:\programs\..." with "Quick launch"
4. after install i reboot and obtain msg: "The program must close to allow a
previous installation attempt to complete. Please restart"

Actual Results:  
1 - I tried to uninstall 1.3.1 and reinstall but i obtain the same msg
1 - I tried to manually remove mozilla registry entries and dirs. and reinstall
but i obtain the same msg

Don't install "on top of" previous version.
Uninstall it, and make sure target directory is empty first.

reopening. Bug 200651 only deals with adding a warning in the installer. Not
with the crash itself
