Throughing "file://C:\" (using a backslash at the end) causes the following
error (win98, build 1999121117)
MOZILLA caused an invalid page fault in
module XPCOM.DLL at 015f:60bb269e.

if ONLY i could write a understandable sentence... Throwing file://c:\ into the
location bar causes the crash....

no more crash. however we're not un-escaping the text before we shove it into
the url bar, so we end up with "file:///C%3A/". New bug 26578.
