when we fail to establish a connection to an imap server, we should stop biffing it.

dougt has this problem:

if he uses mozilla mailnews to read his mail, and sera drops, we'll continue to
biff and ping nsmail-1.mcom.com.

he wants us to stop that, if we can't hit the server.

note, it might happen for all servers, if we drop the network connection, or in
the case of sera, just for a select few.

I'm not sure whether the behavior requested by this bug is actually desirable -- if the server comes back up, you want the program to see that, which it needs to do by polling, no?
