when we fail to establish a connection to an imap server, we should stop biffing it. dougt has this problem: if he uses mozilla mailnews to read his mail, and sera drops, we'll continue to biff and ping nsmail-1.mcom.com. he wants us to stop that, if we can't hit the server. note, it might happen for all servers, if we drop the network connection, or in the case of sera, just for a select few.

sorry for the spam. making bugzilla reflect reality as I'm not working on these bugs. filter on FOOBARCHEESE to remove these in bulk.

xref bug 123440. I'm not sure whether the behavior requested by this bug is actually desirable -- if the server comes back up, you want the program to see that, which it needs to do by polling, no?
