quoted-printable encoding should encode naked CR's and LF's, or else attachments with any binary CR's or LF's will get corrupted. We try not to use quoted-printable on any attachments that are binary, but our criteria aren't air-tight, especially the 10% unprintable char test.
The 10% test is not to distinguish between pure text and binary files but which encoding (QP or B64) produces smaller files. I'd say we're save in QP if we'll always encode all CF, LF (so also CRLF in =0D=0A), but include them in the m_unprintable_count.
