customised scrollbars using CSS are displayed as default scrollbars.

Every website visited that has customised scrollbars when viewed in IE, shows
the default scrollbars in Mozilla. This especially looks bad in iframes where
the scrollbars have been turned off for design purposes.
Reproducible: Always
Steps to Reproduce:
1. Visit any website with customised scrollbars or with iframes
2. You can see the problem
Actual Results:
CSS Scrollbar Options made unavailable
Expected Results:
Scrollbars to be customised as dictated by CSS.
