if you goto Options > cookies > Stored Cookies > tick do not allow sites that
set removed cookies to set future cookies and remove a cookie, the site does not
appear in the "Exceptions" list after the cookie is removed and after revisiting
that website a new cookie appears in the cookies list.
Reproducible: Always
Steps to Reproduce:
1. goto www.google.com and search for mozilla
2. goto Options > cookies > Stored Cookies > tick do not allow sites that set
removed cookies to set future cookies and remove the google.com cookie
3. Revisit the website and do the search, then go back to the cookie settings in
options and a new cookie will appear
Actual Results:
A new cookie was created and removed cookie's website was not added to the
exceptions list
Expected Results:
A new cookie for the removed cookie's website should not be created and removed
cookie's website should be added to the exceptions list

I'm also having this problem. My user agent:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.5b) Gecko/20030903
Firebird/0.6.1+
Also, if a cookperm.txt file exists in the user's profile directory, entries
from this file will be displayed in the Exceptions dialog. New entries cannot be
added through this dialog, and existing entries cannot be manipulated in any way.

I can reproduce this with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US;
rv:1.6a) Gecko/20031020 Firebird/0.7+.
-> Confirming as I can't find a related bug.

There have been a lot of work in the cookie backend lately.
I don't know when this was fixed, but it now works for me using Mozilla/5.0
(Windows; U; Windows NT 5.1; en-US; rv:1.6b) Gecko/20031114 Firebird/0.7+ (Steffen).
Don't forget to click OK in the Cookie Manager _and_ in the options dialog.
