This page text is in English but something in the page encoding is causing it to
render as garbage in both Mozilla and Opera.  It renders correctly in Internet
Explorer.  I've seen this situation occur at a couple other web sites, as well.
 This occurred in Mozilla 1.4 on Windows XP, as well as in the browser I'm
currently using.

Reproducible: Always

Steps to Reproduce:
1.open Mozilla 1.4
2.go to http://www.pcwin.com

Actual Results:  
page is rendered as garbage characters, similar to what i would get if i were
viewing (e.g.) a chinese page with iso-8859-1 character set.

Expected Results:  
render the page as a normal html page.
