Many of the keyboard keystrokes don't work (e.g., ALT-O, <return> in some
dialogs, etc).  ALT-L works infrequently.

I'll take this bug, and assume that the submitter means M12 and not M15 :-)

I think this is expected behaviour. From the M12 release notes at

Keyboard shortcuts/command keys are not available for most menu items with the
exception of the following for the mail compose and editor window: Ctrl-C
(copy), Ctrl-V (paste), Ctrl-Z (undo). and Ctrl-Y(redo) and their Mac OS
equivalents.
