In Custom Message View the addition of a "Flag" header to have the ability to
view or not view flagged messages. For instance;
"Flag" "is" "Flagged"
"Flag" "isn't" "Flagged"
This is similar to Bug 143085 which requests "to see Flagged as one of the
options under View Messages".
