There was no Communicator option on address book import wizard, although Help
says  "You can import address books from Communicator,..."

Reproducible: Always

Steps to Reproduce:
1. Mozilla inbox
2. Tools
3. Import
4. Address book

Actual Results:  
No listing for Communicator (.na2 files)
Dupe of bug 35509.
Workaround: export the address book in ldif format, and import it as text.
