1.open local folder need to be filter. Click a message.
2. click from as add to filter.
3. close filter message and run it on folder.

at 3., moz 1.6.0 did not run. Moz 1.5.0 run and move the message to proper folder.

Same with 1.7a Linux, filters only work on local folders and POP3 folders (not
in news folders). "Run filters on folder" in the Tools menu is grayed out.

User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.7) Gecko/20040616
Confirmed as not working on moz 1.7 running on Windows 2000 for filters against
IMAP4 folders. Created a number of new filters of various configurations,
attempted to run each against IMAP4 inbox. Lots of processing resulted, but no
action taken by Mozilla despite messages matching criteria in filters.

Does this mean, using "Run Now" from the Message Filters dialog, or using "Run
Filters on Folder" from the main menu?
Bug 193000 is about filters failing to run manually on IMAP, possibly a dupe.

tempting, but without specifics about what's specified in filter...marking invalid since there is no response.
please reopen if you still see this problem and you don't find a matching open bug.
