running as one account from a different account shows the wrong profile

From my daily use account, I ran Mozilla as Administrator to enable it to set
the default mail application. However, it loaded the profile from my normal
user account instead of from the administrator account.
Reproducible: Always
Steps to Reproduce:
1. Install Mozilla.
2. Log in to a user account.
3. Run Mozilla as Administrator.
Actual Results:
The e-mail and settings from the user account are used instead of those from the
Administrator account.
Expected Results:
The Administrator account settings should be used.
This is most likely a bug in the Windows API; however Mozilla does used some
obsolete APIs related to profiles that may be related to this issue. Those are
listed in another bug filed by me and the program to detect usage of obsolete
APIs is freely available from Microsoft. It is the Microsoft Application Verifier.

This bug is filed in a bugzilla component related to pre-Firefox code which no longer exists. I believe it is no longer relevant and I am therefore closing it INCOMPLETE.
If you believe that this bug is still valid and needs to be fixed, please reopen it and move it to the Toolkit:Startup and Profile System product/component.
