While I assume its not standard, current versions of netscape understand a link that is written as "//www.site.com/directory" to be a non localized url mozilla doesn't. I know know if this is a bug or not, or just a matter of properly following the standards, but I can see a reason someone might want ot include the // instead of the full http:// because in current NS/IE if you just specify // it keeps the same protocol, weither it be ftp https that was a document can be used in many protocols without having to be converted.

Changing component to Networking and reassigning. This certainly doesn't belong in Event Handling. My memory of the relative URL spec is that this is a correct form of relative URL.
