Special arrow placement not supported by GFX scroll bars

Overview Description:
GFX scroll bars do not have their arrows placed according to the system-wide
setting. The default one arrow at each end of the scroll bar is not the only
possibility on Mac OS 8.5 or later.
Steps to Reproduce:
1) Download Pretissimo to get a GUI for setting the hidden scroll bar features.
2) Decompress and open Pretissimo.
3) Click on the "Scroll Bars" tab
4) Choose "Arrow Position": "Both at both ends"
5) Close Pretissimo.
6) Launch Mozilla.
7) Load a long page to display scroll bars.
Actual Results:
Mozilla displays scroll bars that have one arrow at each end.
Expected Results:
Expected Mozilla to display scroll bars according to the system-wide setting.

Additional Information:
The new functionality of the Mac OS scroll bars is really in the Mac OS.
Pretissimo is only a UI for activating them. Appearance control panel provides
limited functionality for activating some of the new features.
I guess some BeOS users also expect Mozilla to follow their scrolling
preferences.
