Details
On all existing Mac browsers (Navigator, Explorer, icab), holding down the
command (apple) key and clicking on a link brings up the linked page in a new
window. This doesn't happen in Mozilla M12.
Verified on PB2400, MacOS8.

It is possible to bring up a link in a new window with target attributes on
<A> elements since bug 17468 got fixed, so the prerequisite should be ready.
It may or may not make sense to coordinate work on this with work on bug 6085,
"[FEATURE] [patch] [Webshell] Middle mouse click on link should load the link
in new window", ASSIGNED, P2, M15. That bug is X-windows-only, this bug is
Mac-only, but the code that needs to be added may be almost identical after the
notification.
Changing component from "Browser-General" to "XPApps" to match bug 6085 for
that determination.

This should be implemented like middle-mouse click on Unix.
