Scrolling using the arrow keys only works when the page has frames in it.  If
the page is all together, the arrow keys do not seem to have any effect.  For
examples, see
:http://www.devlinux.com/namesys (frames--arrow-key scrolling works)
http://slashdot.org/ (no frames -- arrow-key scrolling doesn't work)

While the arrow keys are not working, are any messages showing up in the console
window?
This might be a duplicate of bug 23401.

Yep, this is a dup of 23401.  Getting the same javascript error.
