It can't be accessed in any way, since there are no scroolbars or whatever. In IE it is shown correctly on bottom. Reproducible: Always Steps to Reproduce: 1. 2. 3.

Hello! No I am not the author, just user of page. There are maybe scroolbars but they don't include this last footer. If you resize page scroolbars scrool things between header and footer (header=line with "homepage, rental center, corporate...", footer="Orangle line at bottom with country selector, contact us,..." which you probably also don't see now).
You should send the author of this page an e-mail, since he isn't using correct HTML/CSS. Mozilla behavior is correct. -> INVALID

To clarify: The page author's HTML/CSS is approximately 'correct', but they apparently haven't made any effort to remove the space that appears at the start of the frame. As the frame also doesn't have any scrollbars, you can't see the content, since it has scrolled off the bottom of the frame. I know that IE has different default rules for margins and padding, and this presumably explains the differences. [Apologies for the vagarity: I don't have a working Mozilla atm.]
This page is in Quirks mode and we want to be compatible in this case.
