This report is not very clear. Please write a more detailed summary line, and please specify the "actual results" and "expected results" instead of "you will see the bug". If what you mean is that the punctuation appears on the wrong side of the Hebrew word, this is a duplicate of bug 231132 (which may be a dupe of an older bug, unless we decide to keep it separate for Thunderbird).
The older bug you are talking about is probably bug #119857 (which indeed is two years old already)
No response from reporter. Highly unlikely that TB will ever fork its own layout code. Suggested dupe looks right to me. *** This bug has been marked as a duplicate of 119857 ***
