Add a hidden pref which ensures we create a minimum number of header values in the message pane. If the number of visible headers in the message is less than this number, we'll have extra grey space left over in the header pane. By ensuring a minimum, you help reduce how often the grey header box has to resize itself when clicking from message to message.
