The user would always have the option of "other", and the postings to "other" would be used to develop more breakout keywords. The tree-navigation choices would then suggest keywords to be included in the Summary line. If the submitter didn't like them, he would be free to use others, but if they fit and he used them, it would make it easier for people to find the report in a search.
