[RFE] Check for new messages on all accounts

It would be nice to be able to check for new messages on all accounts simultaneously. Something like File | Get New Messages for All Accounts, and a context menu for the Get Msg toolbar button. If you have biff turned on for all your accounts this isn't really needed; but it would be convenient for when you first open MailNews to see where you have new mail. Also, if you happen to want to have all your mail in one folder (eg, by setting filters that move all new mail to a folder other than the account's inbox), you want to be able to get all your mail at once without having to open each account and folder separately. Lastly, I think it is almost indispensable for dialup users who can't use biff. Especially in countries where you pay for your internet access by the minute, you want to be able to click one button, and that dials the connection, downloads all new mail, then terminates the connection, all while you go make coffee. In that scenario, your connection is likely to be slow, and you'd otherwise have to wait in front of the computer for all messages to load on account 1, then select account 2, click Get Msg, etc. There should also be a preference per account whether Get All Msg should skip it. (Could use the POP pref "Automatically download new messages" for that).

Our intended design is this (cc jglick to make sure I get this right): 1. Get Msg works on the folder pane selection. If you have one account selected, it gets for that account, or if you have multiple accounts selected, it gets mail for all of them. 2. There is a global pref to change the behavior of GetMsg to work with all mail accounts you're logged into. 3. There is a per-account pref for whether to log into an account at startup. Doing this work is covered in bug 12165. BTW, we don't have dialer integration planned. *** This bug has been marked as a duplicate of 12165 ***
