My email is set up to encrypt all emails by default. It would be nice if I
could mark a few entries (E.g. mailing list addresses) in my address book as
"send unencrypted" since they will never have a proper cert.

Steps to Reproduce:
There's no bug, so there's nothing to reproduce.
Expected Results:
I would expect a control in the address book entry similar to the "User prefers
to receive messages formatted as (Plain|HTML)". Instead, it would be "Emails
sent to this user should be (Unencrypted|Encrypted)".
When an email is composed to the user, the message should default to the
encryption choice specified for the user. If multiple addressees are present
and they have differing settings, the encryption setting should use the
system-default.
