Expected results:
only one entry in gmail conversation index.
This applies to other clients too, but i'm really annoyed by it, and it'll
approximately double the number of 'conversations' listed in gmail.
I think you can just remove the "New" prefix in the params
Change newchangedmail. Move %neworchanged% out of the subject and into the body.

able to customize the header on a per user basis could be spiffy :).

Reassigning bugs that I'm not actively working on to the default component owner

Yeah, bug 31314 should fix this in a much better way, for all RFC-compliant mail
clients. If we upgrade bmo and that still doesn't fix it, feel free to re-open.
