Moving an item out of the visual area with reorder button should not be possible

When you go into the customize dialog and select a panel and presses the reorder
button it's possible to move the panel out of the visual area. That should not
be possible!
The moved panel should always be visible. So when moving out of the visual the
scroll bar has to move with it.

This can be reproduced:
1) Open the "Customize Sidebar" dialog
2) If you have fx 4 sidebar entries in the "My Sidebar" tree resize the dialog
so that you can only see 3 of them. The vertical scrollbar will appear.
3) Now highlight the first entry (What's related)
4) Press the arrow down button and move the "What's Related" down
5) If you keep moving you can move it out of the visual of the area. That should
not be the case.

Reassigning 50 Sidebar bugs to Matt. I was told this was going to be done
shortly about two months ago, but it clearly hasn't been. I think that's long
enough for all these bugs to remain assigned to nobody.
Feel free to filter all this spam into the trashcan by looking for this string

If there's a generic function for moving an item from one place in a tree to
another, then this is an XP Toolkit/Widgets: Trees bug. If not, then this is a
Sidebar bug.

This looks like a tree problem.
I have focus on the tree item and it is select.
That item should come into focus without any special code.

hmmm... since resizing the customize sidebar tabs window doesn't produce any
scrollbars it's impossible to test.

I opened a new bug on the scrollbar issue. I will cc: you on it...

This bug cannot be verified until that one is fixed.

well I need a scrollbar to verify this one, but Matt says no scrollbar.
