firefox steals focus when raising error dialog box

The firefox window generating the error jumps to front, and the (modal) dialog
box gets focus.
I've been getting frequent "connection refused" errors where this happens.

Reproducible: Sometimes
Steps to Reproduce:
1. Try to load a page such the the connection will be refused
2. switch windows and start typing
3. watch your keystrokes get diverted



Expected Results:  
brought the dialog box immediately above the document window, without changing
the position of the document window; maybe flash the taskbar icon.
The real solution would be to stop using modal dialogs altogether.

no, that's the only solution we have for that.

Another stopgap solution would be to find the option to not let windows steal
focus, but that's a TweakUI setting.
