This behavior appears to be completely random, sometimes the dialog is high enough, sometimes it isn't. Imo the dialog should be fixed size or at least stay consistent with the last known size if it was manually changed. I for example never changed the size of the dialog (if it's even possible, I believe not). If it should remember and use the last known size maybe a minimum height should be used anywaay to make sure all of the content, if it comes to the buttons, will be displayed properly.
