Now that Themes and Extensions have been dropped from the preferences window in
favor of their own individual windows, it seems like it would make sense to move
the Certificates and Validation options from their provisional position on the
Advanced page to a separate page of preferences (which would take the place that
Themes or Extensions formerly occupied).

I think this is already basically covered by bug 214262 and bug 218694, though
it the final result may not be exactly as described here.

This is unlikely to happen, these are not exactly end-user oriented prefs. See
the proposal in the bug tracking this.
