I think this is already basically covered by bug 214262 and bug 218694, though it the final result may not be exactly as described here.
This is unlikely to happen, these are not exactly end-user oriented prefs. See the proposal in the bug tracking this. *** This bug has been marked as a duplicate of 191524 ***
