It does work in IEv6.0 and in Netscape v7.1.
Without a URL or testcase that shows the problem, this bug report isn't of much use.

and it's actually Firefox/0.9 not 0.8
Your user agent doesnΒ΄t match the date, so I assume you installed Firefox 0.9
ontop Firefox 0.8, see bug 246955 wrong user agent for firefox 0.9
bug 246868, and others.

NOTE - Do not install Firefox over the top of another Firefox installation. If
you want to install Firefox 0.9 into the same folder that you had Firefox 0.8
in, uninstall Firefox 0.8 first.

Install correctly, and retry.

Are the pages from different hosts? Have you seen this release note:

"We have made some changes to fix security problems involving one site targeting
links and form submissions into a frameset created by another site, however
these changes may cause problems with some sites. If you encounter problems
where sites are trying to use this capability legitimately and you need them to
work, you can use about:config and set docshell.frameloadcheck.disabled to true
to disable the security check. Please file bugs on the URLs that are
problematic, if you encounter any."

Does setting that pref fix the problem?
Did the patch in bug 246923 fix this, even with docshell.frameloadcheck.disabled
false? If so, please mark this as a dup of bug 246923.
no response, so assuming this is a dupe. If this can be reproduce with a current
build, please reopen.
