The string than I can't translate is "You may optionally enter your email address and a description of what was happening when the agent was activated." The only variable with that string is "wizard3Text4.label", but seems also to be ignored. In the last part I find the variables used by this step of the wizard (Wiz2DescribeDisable, Wiz2NextStep, Wiz2DescribeActivation), but the one I need seems to be missing. We really need a fully localizable Talkback, so that the average user understands what we are doing and does not think it is "MS-Spyware".

yup. Shipping such product cannot be done with "part in english - we're sorry"

Talkback is not open-source and AFAICT is not actively developed by the commercial vendor. We're still examining license issues even with publicly-available localizations of talkback-l10n.ini It is unlikely that code-level issues with talkback are going to be fixed any time soon.

Using the resourceHacker I found out that the missing variable is Wiz2OptionalInformation. Adding this into talkback-l10n.ini with the translated string above replaced the english string.
