The "All files have completed downloading" hyperlink on the "Downloads Complete"
window doesn't work even though it appears to be clickable (ie. hand icon). I
suspect it is supposed to show the Downloads window (i.e. similar to CTRL+Y)
Reproducible: Always
Steps to Reproduce:
1. Download a file
2. Try clicking on the All file shave completed downloading hyperlink
