Negotiateauth needs a gui for trusted sites and delegation sites lists. This is
not meant to be a security zones implementation which is Bug 169106.

This dialog is basically a copy of the cookie exceptions dialog from Firefox.

In the first attachment the box can include multiple items seperated by a
semicolon but I assuming most people just want to put their home site in there
and not a list.
The special options box is for delegation, but since most people will have no
idea what that means, I'm not sure of the best wording.
Also, delegation in IE and Windows is handled by the OS and so people won't need
to set anything (the kerberos tickets have a special flag set by the Domain
admin which tells IE to delegate).

This bug is currently set to SeaMonkey/Preferences, while Bug 652196 was set to Core. I don't see SM adding anything like this to its preferences any time soon, so maybe this bug should be moved elsewhere, as otherwise it might get closed in the future based on decisions made for SM.
