In the Print Preview window, a user cannot switch between Portrait and Landscape
using their keyboard (unless they go into Page Setup and change from there). In
my opinion this is both a) an accessibility issue, and b) an inconvenience.

Reproduce: Always

Steps to Reproduce:
1. File > Print Preview
2. Tab across to try and change layout from portrait to landscape or vice versa
(using keyboard only).

Actual Results:
User tabs from the scale dropdown to the Close button, completely missing the
print layout toggle buttons/options.

Expected Results:
Landscape and Portrait options are able to be accessed via a keyboard,
potentially using radio buttons? or a single button that changes name??

This was fixed by the checkin for bug 281932.
