When opening urls from links that open new browsers or tabs and subsequently
getting a 'connection refused' message, the address bar will remain blank.  

I'm not sure if this is intended behaviour or not, but it is annoying when you
open a long list of links in the background just before your net goes down...
you then have to go back and click them all again rather than simply refreshing
each page (you also have to close a bunch of blank tabs/windows).

I believe this occurs because the browser waits for the page to load before
sticking an url in the address bar... it would be better if it stuck a
'temporary' url (corresponding to the link) in the bar as soon as the tab/window
is launched which could them be replaced after the page has completed loading if
necessary.

Reproducible: Always
Steps to Reproduce:
1. Disconnect from the net (yank the cable out).
2. Open a link in a new window or a new tab, from firefox or IRC or anywhere.
3. Wait for 'connection refused' and click 'ok'.
Actual Results:  
A new window/tab appears with nothing in address bar and nothing in the window.

Expected Results:  
A new window/tab should appear with the url of the link in the address bar,
allowing you to refresh it (or activate it) when your connection comes back up.
Moving to a Firefox component.

I think this should be a dupe of bug 216466 , since enabling xul error pages
would fix this.  I know there is/was a bug about losing the url, I can't find it
right away though.
