Current trunk CVS, Linux (1.8a3 Gecko/20040721)
-With sidebar removed: Start browser from scratch
-Hit Alt+PageUp
Result:
A blank sidebar opens, containing only the background color.
Keying Alt+PageUp again has no effect.
To make sidebar work it must be closed and then opened a second time.
After this, hitting Alt+PageUp repeatedly will cycle through the sidebar tabs
Expected:
A functional sidebar to open on first attempt, like it does if i hit F9 after a
startup

To comment 1: No, it wasn't.
I discovered this bug when testing bug 252502 - before I resolved it as a dup of
bug 252502. As far as I understand it, a working sidebar is supposed to open
when using the "Alt+Page Up" key shortcut. Reporter of bug 252502 reports a
narrow sidebar opening, but he can see some of the tab headers there.
In my browser, however, the sidebar opens with its usual width, but no content.
No tabs in sight. They aren't there untill after i close and open the sidebar
once again. I think that's a bug.
Reopening.

I'm also seeing this (linux/gtk2, current cvs; but this bug exists at least for
several weeks)

OS: All. This happens first time i open sidebar with alt+PgUp on WinXP as well.
There's some text in the sidebar there: "The sidebar is currently empty. You may
add tabs by clicking on the "Tabs" button above. If you would like to completely
hide the Sidebar, click on the "View" menu above, and select "Sidebar" from the
"Shot/Hide" sub-menu".
Clicking the X to close this "empty" sidebar, and then reopen - in any way
(alt+PgUP, F9, View->Show/Hide->Sidebar etc) will then open a full and working
sidebar, populated with its ordinary set of tabs.
There's even one more bug btw.. skin.. the "Tabs" button goes light-grey on
mouseover - with white text. Unreadable. Is that reported?..

can't reproduce with both Mozilla/5.0 (X11; U; Linux i686; rv:1.9b5pre) Gecko/2008032401 SeaMonkey/2.0a1pre and 1.1.9rc
