This was a regression from Bug #252056 where we added support for making tbird
the default mail or news client for GTK2.
The locale for messenger-mapi was moved from en-win.jar to en-US-mail.jar, but
none of the packaging or installer files were changed for windows to reflect
that. This caused some JS errors in the options dialog on Windows that keeps it
from saving any settng changes.
