The URL shows an example from Washingtonpost.com of a problem I've had with "Firefox prevents this site from opening a popup..." flickering on and off which adjusts the page vertically up and down by the amount of space of the notification which causes a problematic user experience. The status bar seems to indicate loading of various pages, then stopping, then various sites. IE doesn't show the same problem. I've seen this behavior on several sites. While this may be bad code, it's ruining the user experience. So two areas seem problematic: 1) The page refreshes constantly 2) Persistance of the popup blocked warning bar needs to be worked out - on some sites, user is on site A, clicks a link and is directed to site B, page on site B tries to launch a pop-up, then redirects the user back to site A. The notification about the pop-up blocking is briefly there during the brief load of site B. It's difficult for a user to catch this notification before the site redirects back. So perhaps, allowing some persistence (keep the pop-up notification for atleast 3-5 seconds even if we're not on the site anymore). That would seem to improve the experience for the A-B-A redirect and also the URL specified in this item.
