This is fairly straightforward, the admin panel needs to keep up with who did what to whom. For security and accountability reasons.
I have no idea what you mean. Are you talking about user managment? Adding/editing theme entries? Creation of categories? Queue approval?
Any or all of the above. The system wants to know whenever you touch anything. Period.
Not going to happen for 1.0. I'll revisit this after that.

While everything isn't logged yet, I did manage to setup admin auditing today. Every admin action is logged and is visible in a primitive Log Manager, as well as the most recent 5 shown on the admin summary page. User and Add-on auditing to come in the future.
