This _may_ be the wrong component, but shuffling can obviously occur. Build ID: 2004-08-19-08, Windows XP, Seamonkey Trunk. URL: http://sedonner.tripod.com/adec/ Summary: Focus rings on images don't cover whole area. Steps to Reproduce: 1. Load http://sedonner.tripod.com/adec 2. Click on the ADEC logo. Actual Results: Notice the focus ring doesn't cover the whole image. Expected Results: The focus ring should cover the whole clickable region, which in this case is the entire image.
Probably a dup of the bug on outlines including overflow...

Well, it's probably a regression as I remember it was working correctly in 1.8a2, but it doesn't work in 1.8a3 anymore; then again, I don't think it was working at all before around 1.7ish...
