The alternate style sheet icon displays whenever there is at least one style
sheet with a title, which means it also displays when the default style has a
title but there are no alternates.

I don't understand this bug.  If the icon does not display in this case (and
also in the case where there is only one style sheet and it is not titled) then
how can the user disable the one and only style sheet as required by the w3c
standard which i thought required that it be possible to disable style sheets?
Well I guess it is not a requirement.  It is not a "must" only a "should"

25.1.2. Preferred and alternate style sheets

User agents should also allow users to disable the author's style sheets
entirely, in which case the user agent must not apply any persistent or
alternate style sheets.

But in any event the ICON "should" be displayed even if there is only one style
sheet and even if that one style sheet is not titled becuase that is the UI
mechanism for disabling the style sheet as recomemnded (but not mandated) by w3c.
