Once we support the GUID for Moz 1.x, we should force everyone to include an
install.rdf. The number of Seamonkey-only and old TB-only extensions is a very
small percentage in comparison. This will allow us to auto-detect minVer,
maxVer, and extension ver no matter what application is supported.

I'm *not* going to allow Update to impose a requirement on extension/theme
authors where the requirement doesn't already exist for the target application.
In this case, an install.rdf isn't required for Mozilla 1.x. Update will not
require it exist. As I said before, if they include it, it's a perk. but it
won't be required.
