the tools/options control panel does not include hotkey shortcuts for: privacy,
web features, downloads, or advanced menus.

Reproducible: Always
Steps to Reproduce:
1. start firefox
2. click Tools
3. select Options
4. select Privacy (observe there are no hotkey combo options)
5. select Web Features (observe there are not hotkey combo options)
6. select Downloads (observe there are no hotkey combo options)
7. select Advanced (observe there are no hotkey combo options)
Actual Results:  
no hotkey combo options for Privacy, Web Features, Downloads, or Advanced
control panels

Expected Results:  
for ease of navigation, every operation should have a hotkey combo associated
with it. tabbing around should scroll through all available options, not just
the ones that are immediately visible.
