The attachment icon in the message-list window (ie, inbox view) is only
displayed (when there is an attachment) after the message was either opened or
previewed.

yes, that's when we know the message has an attachment - we can't tell before-hand.

So how can outlook express tell?
Seriously, I've installed Thunderbird as a replacement to OE on a few
workstations at my work, and users complained that they can't see the
attachment marker.
I can see why this is a problem, but if you want people to dump MS[IO]E, you
have to try. For example, check if the message has an attachment after
downloading it.
