I tried file->open saved message and both message->move and message->copy on it
seem to not put the file in the destination folder. An additional oddity, after
having done move and copy, if I try to open the file again with file->open saved
message, the message is displayed as blank. After doing random other things
which I don't remember, a subsequent open gets the message body displayed. This
happened twice. I was trying this is response to seeing a posting in a forum
from another user reporting this problem.

Altho the dupe is about opening an attachment rather than a .eml file, the same
problems exist as described there; it's basically the same problem.
There really isn't a way to import .eml files, unfortunately -- bug 193281.
