It would only be activated when the global animation preference is set to "once" or "never". Basically selecting this option would cause the image to animate normally untill the page reloaded or navigated away from. Because sometimes you want to see what an animation looks like without having to reload anything or fiddle with the global options. Reproducible: Always Steps to Reproduce:

This functionality is currently available in extensions, by the way.
