This is related to bug 186865 in that it would allow for a new tab button to be placed on the tabs toolbar, but it is not a dupe because this bug doesn't specifically address the "New tab" button. If fixed this bug would provide the solution for bug 186865 though. There's really no logical reason I can think of for the tabs toolbar not to behave like any other toolbar.
