this is probably a dupe of an earlier bug concerning menu issues when no windows are open

Josh, why confirm if you suspect it's a dupe? Duping to bug 229040, which covers points 1,2,3 (and was recently fixed). I don't understand the other problem, but odds are it's related, and the fact that this was reported against a pretty ancient build diminishes the value of this bug anyways. *** This bug has been marked as a duplicate of 229040 ***
