Details
When I have a Compose window open, I should still be able to Cmd-Shift-F to open
the Search window. Instead, I need to focus the main Mail window first, so that
the appropriate menu item will reappear.
There are many other menu items and shortcut keys that are unavailable depending
on which window is frontmost.

Response to email: this bug still exists. It is indeed Mac-specific, since Mac OS is the only major one with a unified menu bar (as opposed to window-based menus in Windows, Linux, etc). Mac Human Interface Guidelines state that global commands (such as mailbox search in this case) should still be available when subsidiary windows are focused.
