Unable to move a bug from one project to another

See bug 210388. I am the owner. I attempt to move it from the Mozilla project
to the Thunderbird project. It prompted me for a target milestone and when I
selected 1.1 it came back at me with a permission error, saying that only the
owner or submitter could make the change. Well I *am* the submitter.
Repeat by:
1. Open a Mozilla bug.
2. Reclassify it to Thunderbird
3. Select target milestone 1.1.
Presto.
Or if that doesn't cause the problem, try masquerading as me somehow and
reclassifying the above bug into Thunderbird 1.1.

No you're not, nor have you been.

This you are.
You also have neither editbugs nor canconfirm privs, one or both of which I
think is required to change the product.
There's a couple issues here...
1) It should tell you that you don't have enough permissions to change the
product before it prompts you for additional information
2) The error message is incorrect.
I *think* we already have bugs filed for both of these issues, but my brain
isn't working well enough yet this morning to go find them :)

Hi. Yes, sorry. I am indeed not the owner nor have I ever been.
You are saying that the submitter without additional privs ought not be able to
reassign a bug to a different projects. I entered the project information. Why
can I not change it? Nominally I may be trying to do the wrong thing. How can
I indicate that a bug impacts multiple projects due to shared source?

The submitter is not allowed to change the target milestone. That is the reason
why you cannot change your bug to another product. The error message is the same
by default, even if the submitter is not allowed to change something. This will
be fixed by bug 266579. But actually, this is a dupe of bug 95923.

ah, yeah, the product change should have worked if you'd left the target
milestone on the default probably.
