Instead of putting Enabled, Disabled, and Delete buttons at the bottom, can we have more checkboxes (and get rid of the Select column?) Enabled/Disabled would just be alternate states for the same box. At the bottom would be Submit, Cancel, Reset.
Disabled needs to be more obvious,with some form of UI indication (perhaps a different background color for the row.) but your proposal in Comment #0 doesn't make it more obvious, it just reorginizes a bunch of buttons.
